Last week, President Donald Trump announced that he was officially declaring the opioid epidemic to be a public health emergency. In that proclamation, he said he would take steps to end the out-of-control number of deaths and overdoses due to opioid drugs. Last year, Barack Obama announced that he was taking steps to stop the
